Turner Carroll is a down on his luck toymaker living in a large tent in Refugee Woods. A native of Palisade Head, Carroll led a good life hand carving wooden swords and shields, dolls and other children’s items before the 20-Years War. Paying protection money to the local gangs bankrupted his business, and Turner fled from the city after a gang member torched one of his prize works, a beautiful wooden model of a Ballardian warship.
Since then, Turner has kept himself and his family hidden in Refugee Woods, where he frequently carves toys and gives them away free to families in the camp.
In the “Broken Nations” campaign, Turner received some unexpected help from a band of adventurers wandering through Refugee Woods. The adventurers tracked down gang members that were threatening Turner, defeated them in combat, then thoroughly shamed them. Turner, frightened by the encounter, fled from Refugee Woods. His whereabouts are currently unknown.
